Neal was born on July 4, 1927, in the Bronx, New York City. His parents, Mama Rosa and Papa Irving, were Jewish immigrants from Eastern Europe. It was a time of the Great Depression, and the Simon family ran into difficulties. Despite the economic difficulties, Neil had a happy childhood.
