William was born on 7 April 1770 in Cockermouth, Cumberland, England. His parents, John and Anne Cookson, were well-off people, and William received a good education in the schools of Cockermouth and Hawkseden.

After graduation, William went on a trip to Europe, where he became acquainted with the culture and literature of different countries.
