The action takes place in Washington, at the end of the 21st century, where society has a unique system of criminal legal protection. The main character, John Enderson, played by Tom Cruise, is a member of a "pre-criminal" unit specialising in preventing crime through technology and people with paranormal abilities.The "pre-criminal" division system is based on the ability of certain individuals, called "primordials," to predict future crimes and detain criminals before the crime is committed. John, with such abilities, lives in constant tension, experiencing internal conflicts and moral dilemmas.
One day, John himself becomes the object of prediction and the accusation that he himself will commit murder. The stakes rise when he begins to question the fairness and effectiveness of the system he has served his entire life. Together with agent Edward Whittle, played by Colin Farrell, they try to solve the mystery and prove John's innocence by infiltrating the deepest secrets of the government and testifying against the system they used to believe in.
